About one week if you have a good knowledge of C programming and HTML Skills.

Depending on previous experience with other programming/scripting languages you could honestly learn the basics of PHP in a few days.
Learning the Object Oriented Programming side of PHP takes longer, but again, depends on your experience with those things in the past.

About 1-2 months if you do a few hours a day. There are a lot of good books that walk you through it step by step.

Well it would take a week to learn the basic PHP and could take 2 to 3 months to start writing medium complexity scripts.

Syntax is easy. You can learn that in a few weeks.
Writing complex scripts has absolutely nothing to do with how well you know PHP, that has to do with how well you know how to program. If you have no programming experience, getting into the hard stuff will take a bit of time…6 months of solid studying, give or take…depending on how you learn. Even that is assuming you have SOME knowledge to go on. To become the kind of programmer that can write solid, secure applications in PHP…you need to practice the discipline for a year or two.
