If you completely dedicate yourself to it I would say less than a month its a very easy language

Well, I have been using PHP for 7 years now and I am still learning new stuff and new ways of doing things. I am constantly refining my code and making it cleaner and more robust. I would say a year and you can have a pretty good grasp of what is going on. But you will allways find ways to do things better, with less code, and with less errors.
