It depends on what certificate/degrees you have.
Nothing beats a good portfolio, side projects displaying your abilities. With a great portfolio you could even avoid the certificate or degree.
As for the asking price, I would break down your desired salary into a project length portion, and be flexible and ready to lower your price.
Remember, development is easily outsourced or done by less knowledgeable programs willing to buy generic templates.
