Certainly.
I assume that by “to run php scripts” you mean to browse PHP-based web pages from your local (IIS) web server.
PHP documentation has detailed instructions on how to set it up - I couldn’t describe this better:

Also, IIS is arguably not the best web server.
You may want to consider XAMPP (http://sourceforge.net/projects/xampp/) for this purpose - it works on Vista or XP out of the box.
